Office of Financial Services FY2007-08 Consolidated Plan Project Descriptions CD Eligible Census Tracts and Block Groups by Council Districts Map (pdf) The Community Development Program provides program oversight for HUD grant funds including Community Development Block Grant, Home Investment Partnership Program Grant, American Dream Down Payment Initiative Grant, Emergency Shelter Grant and Housing Opportunities for Persons with AIDS Grant. Program oversight for these grants includes interactions between the City of Dallas and HUD; training and monitoring City departments that administer projects; staff support to the City Council-appointed Community Development Commission; and interpretation of HUD Federal Regulations. On an annual basis, Community Development Block Grant (CDBG) funds are received by the City of Dallas from the U. S. Department of Housing and Urban Development (HUD). The funds are for the development of viable urban communities by providing decent housing and a suitable living environment, and expanding economic opportunities, principally for persons of low and moderate income. Generally, eligible activities include but are not limited to: home ownership assistance, housing rehabilitation, special economic development assistance, public services, and public facility improvements. The City of Dallas also receives funding from HUD for the Home Investment Partnership (HOME), American Dream Down Payment Initiative (ADDI), Emergency Shelter Grant (ESG), and Housing Opportunities for People with AIDS (HOPWA) programs. These five programs make up the Consolidated Plan. The City of Dallas implemented a new program in FY 2003-04, the Neighborhood Investment Program, concentrating 60% to 80% of the affordable housing funds and the Community Development Block Grant Public Improvement funds within (5) five "target areas" approved by Council. The five target areas are located in the following census tracts: 25.00, 39.02, 49.00, 89.00, and 101.01. The targeted areas will realize stabilization and revitalization through: housing assistance, neighborhood improvement projects and resolved code compliance issues. In 2005, City Council re-evaluated NIP target areas and maintained three (3) of the original NIP areas: 25.00, 39.02, and tract 101.01. They also added four (4) additional tracts: 27.01, 27.02, 101.02 and 115.00, which are referred to as NIP II. Please view the following links for maps of the additional NIP II target areas. Public hearings are typically held during the month of January to give citizens an opportunity to comment on the use of CDBG funds for the next fiscal year (which begins October 1). Some projects in the approved budget are implemented by contractors. In many instances, Texas law requires contractors to be selected through competitive bidding.
