Office of Financial Services The Office of Financial Services provides financial, management, and accounting services support to the City Manager´s Office. The department consists of six divisions: Operating Budget, Capital Budget/Community Development, Cash and Debt Management, Accounting Services (City Controller), Revenue and Taxation, and Utility Management . The Operating Budget Division is responsible for preparing and monitoring the general fund, internal service funds, enterprise funds and grants and trusts budgets city-wide. This Division also identifies sources of revenue necessary for the delivery of city services. The Capital Budget/Community Development Division is responsible for preparing and monitoring the Capital, Community Development, and General Obligation Debt budgets. This Division includes the Office of Community Development which is responsible for ensuring that the City´s Community Development Block Grant (CDBG) and other U.S. Housing and Urban Development (HUD) grant funds are administered efficiently, effectively, and in compliance with applicable laws, in order to benefit principally low and moderate income persons. Also in this Division is the City's Agenda Coordinator who prepares all City Council agenda items into a concise, organized, functional agenda. The Cash and Debt Management Division develops financial strategies for public improvements, maintains records of bonded indebtedness, ensures payment of long-term debt, manages the City's banking relationships and invests all city funds. Accounting Services develops administrative and accounting policies and procedures for City-wide use; processes all vendor payments for the City; produces the City's financial statements; maintains the City's fixed asset records; and, processes all personnel actions involving the City's payroll. In addition, the Division insures the integrity of the City's accounting and payroll systems. The Revenue and Taxation Division includes Ad Valorem Tax and Special Collections. The Ad Valorem Tax Section is responsible for the assessing, billing, and collection of ad valorem taxes on real, business, personal, mixed personal, and mixed properties in the corporate limits of the City of Dallas and the Dallas Independent School District. The Special Collections Section collects miscellaneous taxes, service fees, and license fees for the City and monitors the ambulance billing and collection contract. Major revenue areas handled include hotel occupancy taxes, paving assessments, weed and demolition charges, security alarm fees, parking fines, and City property damage. Utility Management monitors the utility and cable franchise agreements granted by the City for compliance, reviews gas and electric utility rate change requests, and monitors/forecasts right-of-way franchise fees. |
